A Clovelle of Woodlands unit is bought under construction, so it is paid for in stages as the building goes up rather than in one sum at completion. The schedule below is statutory, set out in the Housing Developers Rules, and does not vary between developments.

The 5% booking fee is strictly cash — CPF cannot be used and no grant covers it. The 15% due on signing may come from cash or from your CPF Ordinary Account. Together those make up the 20% that must be funded before the bank begins disbursing at all. From the foundation stage onward, the bank pays each instalment directly to the developer against certification, and your monthly repayment steps up in line with what has been drawn down rather than with the full loan.
That is why early instalments are small. On a 75% loan with a 25% downpayment already paid, the foundation stage at 30% cumulative draws only the sliver above your downpayment, and the first monthly repayment reflects that sliver. The Deferred Payment Scheme, under which buyers paid a deposit and then nothing further until Temporary Occupation Permit, was removed for executive condominium land tenders closing on or after 8 May 2026. It was in any case a scheme developers elected to offer rather than a universal right. Every buyer at this development uses the staged schedule above, and any material suggesting otherwise is out of date.
The CPF Housing Grant for executive condominiums — up to $30,000 for an eligible first-timer Singapore Citizen household — is credited to your CPF Ordinary Account and may be used to offset the purchase price or reduce the loan. It cannot be used for the cash booking fee. Second-timer households instead carry a fixed $55,000 resale levy.
