Buyer's Stamp Duty applies to every Clovelle of Woodlands purchase on a progressive scale from 1% to 6%. Additional Buyer's Stamp Duty is zero for the great majority of buyers here, because executive condominium eligibility already requires that you do not own private residential property. Both are payable within 14 days of exercising the Option to Purchase.
The residential scale in force since 15 February 2023 charges 1% on the first $180,000, 2% on the next $180,000, 3% on the next $640,000, 4% on the next $500,000, 5% on the next $1,500,000 and 6% on anything above $3,000,000. Each rate applies only to the portion of the price within its band, so the effective rate is always lower than the top band reached. The stamp duty calculator works it out for a figure you enter.
For a Singapore Citizen household buying its only residential property, ABSD is 0%. For a household with a Singapore Permanent Resident spouse, the permanent resident's first-property rate of 5% applies — and where the couple is married with at least one Singapore Citizen spouse and neither owns residential property, full remission is available, so in practice the bill is usually nil. That remission has to be applied for; it is not automatic.
The higher bands — 20% and 30% for citizens on second and subsequent properties, 30% and 35% for permanent residents — will rarely arise at booking, because the eligibility rules require that no applicant or occupier owns private residential property or has disposed of any within the preceding 30 months. They matter later, when an executive condominium owner buys a second home. The stamp duty page carries the full table.
Because they cannot buy. A new executive condominium is sold under HDB eligibility rules to a Singapore Citizen or eligible permanent resident family nucleus. Foreigners can only buy an executive condominium unit after the development has fully privatised at the ten-year mark. Any page showing a 60% foreigner band on a new executive condominium is applying the wrong table.
Seller's Stamp Duty is charged at 16%, 12%, 8% and 4% on residential property sold within four years of purchase, for properties acquired on or after 4 July 2025. A first owner here cannot reach it: the five-year Minimum Occupation Period runs from Temporary Occupation Permit, which is itself years after purchase, so the duty window has long closed by the time a sale is permitted. Duty is due 14 days after exercising the Option, which places it early in the cash timeline alongside the 15% instalment on signing. CPF Ordinary Account savings may be used for stamp duty on a residential purchase, but timing matters — CPF reimbursement can lag, so many buyers pay in cash and claim back.
