To buy a unit at Clovelle of Woodlands you must apply as a family nucleus with at least one Singapore Citizen, be at least 21 years old, keep average gross monthly household income within S$16,000, and own no private residential property — nor have disposed of any in the preceding 30 months. Foreigners and corporate entities cannot buy a new executive condominium at all. Those are the conditions in short; the detail is where households get caught out.
This is the point most often reported wrongly. At the National Day Rally on 23 August 2026 the executive condominium income ceiling was raised from S$16,000 to S$18,000 with effect from 24 August. But the ceiling attaches to the land, not to the buyer: it applies to new units in developments whose land sale tender closed on or after 24 August 2026, and expressly not to balance units in existing developments or to sites tendered earlier.
The Woodlands Drive 17 tender closed on 13 January 2026. This development is therefore a S$16,000 development for its entire sales life, and will remain so however long it takes to launch. A household earning between S$16,000 and S$18,000 is not eligible here and will need to wait for a later parcel. The affordability calculator applies the correct ceiling for this parcel.
Executive condominiums are sold under HDB eligibility schemes, not on the open market. The common routes are the Public Scheme, where you apply with a spouse, children, parents or siblings; the Fiancé/Fiancée Scheme, where an engaged couple applies and must marry within three months of collecting keys; the Orphans Scheme; and the Joint Singles Scheme, which requires applicants aged 35 and above. A single person under 35 cannot buy a new executive condominium alone.
Everyone listed in the application — applicants and occupiers both — counts towards the income ceiling and must satisfy the property-ownership conditions. Adding a parent as an occupier to strengthen the application also adds their income to the assessment, which sometimes pushes a household over the line.
No applicant or occupier may own or hold an interest in local or overseas private residential property, and none may have disposed of any private residential property within the 30 months before the application, counted from the legal completion date of the disposal. This catches upgraders who sell a condominium intending to buy an executive condominium next — the wait is two and a half years, not a few months.
On non-residential property the rule is different. For executive condominium land sales launched on or after 9 May 2023, which includes this parcel, the household may own or hold an interest in not more than one non-residential property.
Owning an HDB flat does not disqualify you, but you must have met its Minimum Occupation Period and you must dispose of the flat within six months of collecting keys to the executive condominium. If anyone in the core household has taken a housing subsidy before — a flat bought from HDB, a CPF Housing Grant, a DBSS flat or an earlier executive condominium — a fixed S$55,000 resale levy applies. It is not payable upfront; it is deducted from the proceeds when the earlier flat is sold.
Qualifying to buy and being able to afford to buy are different tests. Financing is governed by the 30% Mortgage Servicing Ratio, which for most households bites well before the income ceiling does — the housing loan page explains why. Grant eligibility is tighter still, tapering to nil above S$12,000 of household income.
Eligibility is determined by HDB, not by this site or any calculator on it. Apply for an HDB Flat Eligibility letter before the preview so you know where you stand, and register to be told when the sales programme is announced.
