What Are the MOP and Resale Rules for Clovelle of Woodlands?

Clovelle of Woodlands carries a five-year Minimum Occupation Period from Temporary Occupation Permit and reaches full privatisation ten years after that point. That is the pre-2026 framework, and this development keeps it because its land tender closed on 13 January 2026 — before the cutoff that changed the rules for everything tendered afterwards.

What changed on 8 May 2026, and why it does not apply here

On 8 May 2026 the Ministry of National Development announced the largest overhaul of the executive condominium scheme in more than a decade: the Minimum Occupation Period extended from five years to ten, full privatisation deferred from ten years to fifteen, the first-timer quota at launch raised from 70% to 90% with a two-year priority window, and the Deferred Payment Scheme removed.

Those measures apply to Government Land Sales executive condominium sites with tender closing dates on or after 8 May 2026. Sites already tendered or awarded were expressly excluded, and the Woodlands Drive 17 parcels were among the projects named as unaffected. So the sequence below is the one that governs this development.

Why the difference matters in practice

For a couple in their early thirties buying here, the first point at which the decision can be revisited comes in their late thirties. On a development tendered after May 2026, the equivalent point arrives ten years after completion, and full privatisation sits close to their fiftieth birthday. That is not a small difference in a household's planning horizon — it changes whether the purchase is a stage or a destination.

Be careful with the inference that usually follows. A shorter lock-in is a genuine feature and it will be marketed hard, but it does not make the development a good buy on its own, and the policy direction behind the change was explicitly to push executive condominiums towards owner-occupation. Seller's Stamp Duty is not a factor here

Seller's Stamp Duty runs for four years from purchase at 16%, 12%, 8% and 4% for residential property acquired on or after 4 July 2025. Because the Minimum Occupation Period is five years and runs from Temporary Occupation Permit rather than from purchase, a first owner cannot sell inside the duty window at all.
