New Launch or Resale EC in Woodlands: Which?

A household eligible for Clovelle of Woodlands has a second option that gets overlooked: buying a resale executive condominium that has already met its Minimum Occupation Period. The two are quite different products with different rules, and neither is obviously better.

Eligibility: much easier on resale

A new executive condominium bought from a developer carries the full HDB framework — the S$16,000 income ceiling, the family nucleus requirement, the 30-month property rule, first-timer balloting. A resale executive condominium past its five-year occupation period has none of that: there is no income ceiling, permanent residents may buy, and there is no family nucleus requirement. After the ten-year privatisation point, foreigners can buy too.

For a household that narrowly fails the new-launch eligibility test — over the income ceiling, or inside the 30-month window after selling a property — resale is not a compromise. It is the only route.

Time: the biggest practical difference

A resale unit is available now. A new development at this parcel has not launched and has not announced a completion date; a household buying here will be waiting years for keys and paying progressively during the wait. If you need a home this year, the comparison ends there.

The flip side is that the progressive payment schedule spreads the cost. A resale purchase requires the full downpayment and duty at once; a new launch requires 5% cash on booking and 15% eight weeks later, with the rest spread over the construction period. Grants and levies

The CPF Housing Grant for executive condominiums — up to S$30,000 — applies to a new unit bought from a developer, not to a resale executive condominium. That is a straightforward advantage to the new launch for an eligible first-timer household. Second-timers instead face the S$55,000 resale levy on the new-launch route, which reverses the comparison for them.

Price basis and condition

A resale unit trades at the market's current view of a known product: you can see the finishes, the block, the outlook and the neighbours. A new launch is bought from a floor plan at the developer's price, which on this parcel is built on a record land basis. Against that, the new unit is new, comes with a defects liability period, and starts its 99-year lease fresh rather than five or ten years in.

Which suits which household

New launch, broadly, for an eligible first-timer household with time to wait, a preference for a new unit and a full lease, and the grant to claim. Resale for a household that needs a home soon, or that does not qualify under the new-launch rules, or that would rather buy something it can walk through.
